In addition to working with directly with asylum seekers, NGOs have urged governments receiving asylum claims to create specific procedural guidance in relation to adjudicating gender-based asylum cases. National governments of countries from which a high rate of gender-based asylum cases originate are encouraged to create enforceable legislature which increases the penalties and enforcement rates for gender-based persecution crimes such as honor killings, FGM, and domestic violence.
