Vietnam: Culture of silence on sexual violence

In Vietnam, sexual violence remains widespread, yet allegations against perpetrators, both at home and abroad, are met with silence from state-controlled media and inaction from authorities—especially for culprits with government ties. This, as well as stigma, victim blaming, and lack of legal consequences for offenders causes victims to rarely report assaults, reflecting a broader culture of impunity. While the Vietnamese government has pledged to implement recommendations from a recent United Nations review to improve women’s human rights, its commitment remains to be seen.
