Uruguay: Limitations to Disability Support Programs & Caregivers

In light of a new Uruguayan government taking office, disabilities advocates hope that a previous support and care policies be expanded to protect vulnerable persons and their caregivers who are primarily women. In their 2024 report,  Human Rights Watch highlighted that many people are excluded from this care and benefits program; for example, some people are excluded beacuse of their age and income. The main recommendations for Uruguay is to adopt an autonomy-based approach that recognizes the legal capacity of disabled persons, as well as broadening the coverage of care, and including disabled advocacy groups in designing the programs.
