Pakistan: Treatment of Afghan refugees, including women and children, sparks human rights concerns

Since January 2025, more than 800 Afghans, including women and children, are being detained in Pakistan’s capital city, Islamabad, with reports of racial profiling and targeting of ethnic Pashtuns. Recently, Pakistan’s actions against these Afghan refugees, including detentions, harassment, raids, and the imposition of burdensome documentation requirements such as the No-Objection Certificate (NOC), have raised alarms among human rights advocates. In response to this, Amnesty International has emphasized Pakistan’s responsibility to provide due process and uphold the principle of non-refoulement for all refugees and asylum seekers. This situation follows Pakistan’s controversial 2023 “Illegal Foreigners’ Repatriation Plan,” which has already forced nearly 784,000 people to go back to Afghanistan, further marginalizing an already vulnerable population.
