Human Rights Watch released the report, Unless Blood Flows. The report is an evaluation of Hungary’s failure to protect victims from domestic violence. Specifically, the report describes inadequate police response; failure to prosecute and punish perpetrators; and lack of shelter spaces, services and support for victims. The report concludes that although Hungary has recently adopted a provision in its criminal code specifically criminalizing domestic violence, it is failing to meet its obligations under international human rights law to comprehensively address the extensive problem of domestic violence.
