Daphne III - Fighting Violence against Children

Contrary to the Commission’s proposal Women’s Rights and Gender Equality Committee would in the period of 2007-2013 split the proposal for a decision of the European Parliament and of the Council and would establish a specific program about preventing and combating violence against children, young people and women, and would treat the issue of drug prevention separately.

As for the period between 2007 and 2013, the Commission proposed a special program called “Fight against violence (Daphne) and drugs prevention and information”.

The Women’s Rights and Gender Equality Committee, on the other hand, proposes the splitting of the plan into two separate decisions. Thus, one specific program would aim to prevent and combat violence against children, young people and women and to protect victims and groups at risk (Daphne III), whereas an other specific program would create a program called “Drugs prevention and information”.

Members also made a suggestion that in Daphne III “not only children who are directly subjected to violence but also children who witness their mothers being assaulted should be regarded as victims of violence in accordance with this program”.

According to the suggested plan, the separate Daphne III- budget for 7 years would add up to EUR 115.8 million.
