Domestic Violence a Pervasive Problem according to Commissioner for Human Rights of the Council of Europe

In a keynote address at the Support Services for Women Victims of Domestic Violence, Thomas Hammarberg, Commissioner for Human Rights of the Council of Europe, stated that services for domestic violence need to be improved. He referenced hearing government officials deny the existence of domestic violence. He believes the problem needs to be addressed at the legislative levelboth in drafting and in implementationand in civil society within support systems.  He highlighted that some populations are more at risk than others.
