Dozens of laws limit education about sexuality and gender in Brazil. Human Rights Watch reviewed over 200 legislative proposals, (some withdrawn, pending, or passed), which target comprehensive education on topics such as sexuality, sexual violence, gender identity, feminism, LGBTI+ rights, and more. The proposed laws embody a backlash against human rights under the umbrella of opposing “gender ideology,” a concept circulated by the Vatican and now used multi-nationally to undermine women’s rights and rights based on sexual orientation and gender identity.
