The United Nations Office on Drugs and Crime has produced a report on the services provided by governmental and non-governmental organizations to victims of trafficking in Moldova. The report focuses on efforts to identify victims and assist with their reintegration into Moldovan communities, which are crucial because victims who are not successfully identified or who do not receive effective reintegration support become increasingly vulnerable to re-victimization and sometimes turn into recruiters. The report stresses the ongoing need for greater coordination and consistency among the organizations, which has led to the establishment of a National Referral System (NRS) within the Moldovan government. Although progress is being made with respect to coordination, information sharing, and referrals, more improvement is needed in the areas of understanding the roles and responsibilities of each relevant institution, incorporating medical services and law enforcement personnel into the NRS, standardizing data collection methods, and expanding the NRS to serve greater numbers of beneficiaries.
