International Treaties

 

International Covenant on Civil and Political Rights: Acceded to on 21 October 1991 with no reservations. Entry into force on 21 January 1992. The Optional Protocol was acceded to on 21 October 1991 with no reservations and entered into force on 21 January 1992. The Second Optional Protocol has not been signed or ratified. 

 

International Covenant on Economic, Social and Cultural Rights: Acceded to on 21 October 1991 with no reservations. Entered into force on 21 January 1992. 

 

Convention on the Elimination of All Forms of Discrimination against Women: Acceded to on 21 October 1991 with no reservations. Entered into force on 20 November 1991. The Optional Protocol has not been signed or ratified.

 

International Convention on the Elimination of All Forms of Racial Discrimination: Acceded to on 21 October 1991 with no reservations. Entered into force on 20 November 1991. 

 

Convention on the Rights of the Child: Acceded to on 21 October 1991 with no reservations.  Entered into force on 21 November 1991. The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict was signed on 24 September 2003. The Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography was signed on 24 September 2003.

 

Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment: Acceded to on 21 October 1991 with no reservations. Entered into force on 20 November 1991. The Optional Protocol has not been ratified.

 

International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families: No action has been taken.

 

Convention relating to the Status of Refugees: Acceded to on 10 April 1997 with reservations on Articles 23, 24, 25 and 28. Entered into force on 9 July 1997. The Protocol relating to the Status of Refugees was ratified on the same date.

 

Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices Similar to Slavery: No action has been taken.

 

Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children: Ratified on 12 May 2004.   

 

Rome Statute of the International Criminal Court: Ratified on 30 January 2002.

ILO C29 Forced Labour Convention: Ratified on 7 February 1996.

 

ILO C111 Discrimination (Employment & Occupation) Convention: No action has been taken.  

 

ILO C143 Migrant Workers (Supplementary Provisions) Convention: No action has been taken. 

 

ILO C182 Worst Forms of Child Labour Convention: Ratified on 24 September 2001. 

 

Regional Treaties

 

Statute of the Council of Europe: Estonia became a member of the Council of Europe on 14 May 1993.

 

European Social Charter (revised): Ratified on 11 September 2000. Entered into force on 1 November 2000. 

 

European Convention on the Protection of Human Rights and Fundamental Freedoms:   Ratified and entered into force on 16 April 1996. The Estonian Government ratified Protocols 1-5 and 7-11 on 16 April 1996 and Protocol 6 on 17 April 1998. Protocol 13 was ratified on 25 February 2004.

 

European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment: Ratified on 6 November 1996 and entered into force on 1 March 1997. Protocol No. 1 and Protocol No. 2 were ratified on the same date.

 

European Framework Convention for the Protection of National Minorities: Ratified on 6 January 1997 and entered into force on 1 February 1998.
