The background paper, prepared in Vienna, outlines the need for greater analysis of those engaged in trafficking, in order to improve the ability of law enforcement and others to recognize, deter, intercept and prosecute traffickers.
The paper suggests several characteristics useful for profiling traffickers and victims: age, nationality, previous status as victim, criminal record, family status, and education level. Several of these traits have high correlation to engaging in trafficking, while others appear ambiguous and require further research.
Categorization of the trafficking organization reveals information as to the particular harms and risks that the victims may face. For example, the more structured and hierarchical the organization, the greater the likelihood of violence against the trafficked persons Similarly, a business model analysis assists in understanding the heightened danger to those trafficked when the profit interest is short term, compared to long term.
