First Periodic Report

- The Committee welcomed Slovakia's creation of the Coordination Committee for the Problems of Women and the Gender Centre, as well as national machinery to promote gender equality. The Committee was highly concerned, however, over the numerous incidences of domestic violence against women, including murder. The Committee was also concerned that police could not bring charges against the abuser without the victim and that convictions often necessitate the corroboration of independent witnesses. In addition, there were no shelters available to the victims. The Committee recommended that Slovakia allow prosecution of abusers independent of victim testimony; abolish the requirement that the evidence be corroborated; create victim hotlines and support centers; and increase public awareness through media campaigns. Having expressed concern over the lack of information on trafficking in persons, the Committee recommended that the government take steps to counter trafficking, including the sensitization of police, border officials and non-governmental organizations. The Committee also requested the Government provide statistics on trafficked women and information on the prosecution of traffickers in the next report.

- The Committee approved of Slovakia's ratification of CEDAW's Optional Protocol in November 2000. It noted other positive developments since the previous report, including the passage of the Anti-Discrimination Act on Equal Treatment in Certain Areas and Protection against Discrimination in 2004; amendments to the penal code criminalizing domestic violence and providing restraining orders for battered women; and the creation of the Council of Government for Gender Equality, which will coordinate government efforts to realize equality between men and women. The Committee expressed concerns that the current legislative scheme is inadequate. Specifically, the Committe noted the lack of detail in Slovakia's report on the amount of government funding for combatting violence against women, as well as the apparent lack of preventative efforts. Lastly, the Committee requested more detail regarding Slovakia's anti-trafficking initiatives and their results.
