The conference was part of an international campaign of 16 days without violence, which was organized by the NGO, Nachoti Kudakon. Technical and financial support was provided by the gender development program of the Center of OBSCE in Dushanbe. Kurbongul Kasimova, head of Nachoti Kudakon, informed the participants that a crisis center was opened in the city of Kulyabe in 2004.  The center provides psychological, legal, and medical assistance to victims of domestic violence and also hosts seminars on gender equality, reproductive health, family planning and human rights.  Lieutenant Colonel Kayum Talbakov and the staff of the Kulyabskogo district police unit, Department of Internal Affairs (DIA) of the Hatlonskoy region, reported that 51 suicide cases have been registered since the beginning of the year in the Kulyabskoy region.  Most of the cases were a consequence of psychological and domestic violence.  The number of conference participants totaled 50 people, representing state offices, NGOs, self-help groups, and the media.  It was concluded that a common plan of action needs to be developed and should be implemented throughout the city.
