An Update on Activities Regarding Implementation of the Domestic Violence Law

  • The Ministry of Labour, Social Affairs, and Equal Opportunities has committed and is currently working on completing the legal framework with articles from the domestic violence law.
  • Gender Focal points are being established at the local level near each district unit. On 5 October 2007, the Ministry of Labour, Social Affairs and Equal Opportunities held a roundtable with representatives of the local level gender focal points and NGO representatives on the new law to discuss the need to define and divide tasks and responsibilities among different actors in order for the new law to start being implemented.
  • In the meantime, UNDP in Albania has begun a new project on fighting domestic violence which aims at facilitating the implementation of the new law by supporting the central government in this challenge, raising awareness and building capacities (particularly via training of frontline professionals like health professionals, police, etc).
  • OSCE, on the other hand, has been involved recently in collaborations with the School of Magistrate in training judges and prosecutors on the new law and the task and responsibilities that derive from it.
  • The National Association of Social Workers in Albania is training the health staff of five different districts (Tirana, Pogradec, Diber, Shkoder, and Vlore) on the new law against domestic violence and the role and responsibilities that health workers in general (not only legal medical doctor as it used to be before the law came into force this June) have in identifying, helping and reporting the cases of domestic violence.
